布鲁金斯学者警示 CLARITY 法案风险，美 CFTC 或面临无实质监管困境
ChainCatcher 消息，美国布鲁金斯学者 Aaron Klein 警告，随着国会审议数字资产立法，美国商品期货交易委员会（CFTC）在扩展数字资产监管权力时可能面临监管能力不足问题。Aaron Klein 指出，CFTC 最初设立是监管商品期货市场，并未为当前拟议加密法规下的职责规模而设计。缺乏额外人员、资金与专业能力可能导致“有监管权但无实质监督”的局面。
CFTC 近期人员流失和机构调整削弱了监管能力，扩大职责可能重演过去金融危机中的监管失灵问题，若加密监管职责分散于多机构，可能产生延迟与混乱，重复过去 Dodd-Frank 时期的执行短板。Aaron Klein 批评金融监管受政治影响的指控，强调执法应独立于白宫或政治人物关系，呼吁增强问责和防范金融不当行为，他建议 SEC 与 CFTC 应加强协调，甚至可能合并，以提升数字资产和预测市场监管效率；短期内共享办公空间可改善协作，胜于形式上的协议。
